November Kicks Off With a Jolt: Markets Tumble as Shutdown and AI Fears Collide

The U.S. stock market started November with a significant downturn, as a confluence of factors including a prolonged government shutdown, concerns over artificial intelligence (AI ) stock valuations, and mixed economic signals led to a volatile first week of trading. The S&P 500 experienced a 5% correction from its October highs, marking the largest retracement since April and setting a nervous tone for the month ahead.

Dramatic financial visualization of the November 2025 AI stock sell-off, showing a downward chart for NVIDIA (NVDA ) and the S&P 500 breaking below its 50-day moving average.

A key driver of the market’s anxiety was the ongoing government shutdown, which has created an economic data vacuum. The lack of timely data on inflation, employment, and other key metrics has left investors and the Federal Reserve flying blind, making it difficult to assess the true health of the economy. While some data, like the September Producer Price Index (PPI ), was released late, the absence of a clear economic picture has fueled uncertainty and risk aversion.

Adding to the headwinds were growing concerns about the valuations of high-flying AI and technology stocks. After a stellar run for most of the year, investors began to question the sustainability of these stocks’ momentum, leading to a sell-off in the tech sector. This rotation out of growth stocks and into more defensive sectors like value stocks was a prominent theme throughout the week.

Despite the sell-off, there were some underlying signs of strength. The ISM Non-Manufacturing Index, which covers the larger service sector of the economy, came in stronger than expected, suggesting that not all parts of the economy are contracting. However, with the manufacturing sector showing continued weakness and the unemployment rate ticking up to its highest level since 2021, the overall economic outlook remains murky. As we move further into November, the market will be closely watching for any resolution to the government shutdown and any signs of a sustainable recovery.
